Depends on what's wrong with the starter, exactly. It could be whirring sound, a clicking sound, no sound at all, etc.
The starter or solenoid are most likely bad. The starter assembly can be removed and put on a starter tester to see if its bad.
It begins to sound bad: slow, crunchy, squeaky or some other bad noise.
FIRST CHECK THE BATTERY IF GOOD]> THEN STARTER MOST LIKELY IS BAD ?

Engine Seized? Dead Battery? Loose or corroded battery cables Bad starter? Bad starter solenoid? Bad neutral or clutch safety switch? Bad ignition switch?
A bad starter
To diagnose a bad starter or starter solenoid in a 2000 GMC Sierra 1500, listen for a clicking sound when turning the ignition; a single click often indicates a faulty solenoid, while no sound could suggest a bad starter. Additionally, check for voltage at the starter terminals using a multimeter; if there’s power but it doesn’t engage, the starter is likely faulty. Inspect the battery and connections as well, since poor connections can mimic starter issues. If necessary, you can also perform a bench test on the starter to confirm its condition.
You usually can suspect that the starter is bad if you turn the ignition key and nothing happens. You hear a clicking sound but the engine does not turn over. The dash lights should come on.
