You shouldn't have to have a driver's license to work anywhere unless driving is actually part of the job.

You usually do have to show proof of identity; and most people do use a driver's license for that. However, a passport is also acceptable proof of identity (if you're applying for a job in the US, a US passport also proves you're a US citizen and therefore can legally be employed) and as long as you show that, it's really none of your employer's business whether you have a driver's license or not.

If you're asking where you can have a job that involves driving without a driver's license, your options are pretty limited. You usually don't have to have a driver's license to drive farm equipment as long as you're not driving it on public roads (crossing a road to get from one field to another without actually driving ALONG the road is generally exempt).
