You can't, It does not have a choke. It is fuel injected.
some tps sensor are none adj.most gms others adj. .5volts to 1volt
There is no crank sensor on a 1986 camaro z28.. that sensor is in the camaros past 1988 i believe.. but the 1986 carb or fuel injection (tpi) does not have one

if you have tpi its most likely the mass air flow sensor that makes it way to rich and the cat can not keep up so it plugs up letting raw fuel out the tail pipe

You will need an OBD I scan tool, they are fairly inexpensive for this car, as you can read the trouble codes by the flash of the "Service Engine Soon" light. Most likey you have a code for the cam sensor, as every TPI 3800 gives this code eventually
