It really doesn't matter where it points as long as it's pointing at the post on the distributor that has the number one wire on it. Just remember, that's a 50/50 chance. It could be 180 degrees out of time. At TDC, the rotor should be pointing toward the position where the number 1 spark plug wire plugs into. If the rotor is pointing in the opposite direction you need to rotate the engine once more since the engine rotates twice, once on the compression stroke (TDC) and once on the exhaust stroke (not TDC).

You must remove the distributor and rotate it back until the rotor is pointing at #1 when you set it back down in the block. It is trickey to do.

The rotor should be pointing at the #1 plug. If not, due to turning engine while dist was out, you will have to remove the dist. with dist out, you will need to turn the oil pump shaft that the dist sets in. use a long screwdriver for this
If you mean which point on the distributor cap, the easiest way to find it is to set number one piston at top dead center and see where the rotor is pointing in relation to the distributor cap - the rotor should be pointing to the location of number one park plug wire firing point - this is where the number one spark plug wire should be connected. The rest of the wires are connected according to their firing order.
Turn the engine over until the #1 piston is at top dead center (TDC) on the compression stroke. The rotor will then be pointing to the # 1 plug connection.
