On a 1991 Chevrolet S-10 with a 4.3L engine, the fuel pressure testing port is located on the fuel rail, near the throttle body. It typically has a Schrader valve similar to a tire valve, which allows you to attach a fuel pressure gauge. Be sure to relieve the fuel system pressure before attempting to connect a gauge to avoid fuel spray.
Connect a freon gauge and tank to the low side ac port of the 97 DeVille. With the engine running and the ac on high, open the freon valve. Shut the valve when the ac gauge reads full.
Try using a strong thin wire inside the hole below the egr and try cleaning the obstructed hole. Your problem is the intake port inside the throttle body. Remove the air intake so you can see into the throttle body and clean out the air intake port to the EGR valve. I replaced everything and finally figured out that the intake was clogged up. Your EGR valve isn't receiving sufficient amount of air, and that isn't anything wrong with the valve itself.
Connect a freon gauge and can to the low side AC port. Start the car and turn the AC on high. Open the freon valve and fill the system to full on the gauge reading.
Connect a Freon gauge and Freon can to the low pressure port. With the vehicle running and the ac on high, open the valve to let Freon in, stopping when the gauge shows full.

The PCV valve is located on the top of the right (passenger side) valve cover. It's connected via a vacuum line to a port on the front of the throttle body.
