The TURBINE inside a turbo-charger stops spinning when the vehicle is at idle because there isn't enought exhaust pressure to keep it spinning, lowering the internal engine pressure. creating less wear on the turbo and engine also alowing the engine to idle.. if it was to continue forcing air into the engine it would also need to force gas. to match the air fuel ratio to keep the car from dying, causing the engine to rev.. not stay at idle..

The Turbo fin on your 2002 Volkswagen Beetle wont go down - it just makes a loud clicking noise every time you turn your car on -How can you get the fin to go back into place and work properly again?

If the Turbo fin on your 2002 Volkswagen Beetle won't go down and is making a clicking noise, it may be stuck due to debris or a mechanical issue. First, inspect the fin and the surrounding area for any obstructions that could be preventing it from moving. If there are no visible blockages, you may need to check the motor or actuator that controls the fin, as it could be faulty. If you're unable to resolve the issue, consulting a professional mechanic for further diagnosis and repair is advisable.
