By your question, I cannot tell of which component of the system you are talking about? It sounds like you are talking about (for a heat pump system) the outdoor coil? If that is what you are talking about, I would say that you have either a failed circuit board (most machines reverse the flow of refrigerant and stop the outdoor fan during defrost cycle). I would say that your reversing valve is either not energizing or is defective or your circuit board.
