Only when it's moving (or about to). It's a warning.
My drivers side shoulder retractable belt got confused. It thought it was up when it was down. We took the side panel off in the back seat and rewound the belt. We havn't had anymore problems with it so far and that was several months ago. As for the dinging bell, we had to take the glove box out and disconnect it. It got stuck and wouldn't shut off on its own.

A bell is the part of the jellyfish, that does NOT sting. The bell only lifts up like a umbrella, and down. It pushes out water, and makes the jellyfish move forward ONLY!!

If you see anything that appears to be moving, then you know that relative to that thing, you're moving. That's the best and only thing you can do, because there is no such thing as 'really' moving ... only moving relative to something.
Probably the brake pad wear warning device. Have your brake pads inspected as they more likely need replacing. Replace both sides at the same time. Do not ignore this warning or you will end up ruining the rotors and have to also replace them.
