A dealership might wholsale a car if it does not meet it's criteria for a vehicle they would sell (fails emissions, does not meet certification standards etc. etc.). Sometimes if the dealership specializes in new and certified preowned vehicles, the vehicle may just be too old to certify or just in need too many repairs to sell.
The best and nearest dealership depends on where you live. so for me I would go to a Honda dealership or a Toyota dealership because they make great cars.

Most major auto dealers manufacture these cars now. I would find a dealership, and then I would contact someone at the dealership. They should be able to assist you, or at least point you in the right direction.
Wholesalers sell stuff to retailers to sell to consumers. Like General Motors will "wholesale" a thousand cars to a ford dealership which is the retailer who will inturn sell one to you (the consumer)
There are many reasons why someone would want to own a car dealership. If the person has an interest in cars, a car dealership would present them with the opportunity to have a job dealing with something they have a great interest in.

There are many cataolg companies that sell wholesale but I'm not sure if you need to be a dealer to buy from them. Personally, I have quite a few cars for sale below wholesale.
