No. Freeze plugs are plugs to fill holes in the block and sometimes heads that were cast into the engine to allow the mold sand to be evacuated after the engine was cast. Another use for the flreeze plug was to allow it to be pushed out in the event of a very hard freeze and the cooling water froze in the engine. the plug would pop out from the force of the expanding frozen water and releive the pressure, thus saving the block or head from getting cracked. This was along time ago before the widespread use of antifreeze coolant and enclosed garages. Non the less, if you have a leaking freeze plug, it won't cause smoking unless the coolant is contacting some hot metal such as an exhaust pipe. In any case of leakage, the plug needs to be replaced.
