An engine needs 13 parts air to one part fuel to run at peak efficiency. If there is too much air, the engine will run hot (lean condition). If there is too much fuel the engine will run cooler (rich condition), but not consume all the fuel, sending it out the exhaust.

By adding aftermarket exhaust, you are allowing the engine to breathe better and get air more readily. Re-jetting the carbs with bigger needles will allow more fuel into the combustion chamber to offset the increase in air. More air + more fuel = more power.

Not re-jetting will cause an excessively lean condition (too much air), which will cause the engine to run hotter (if it will run at all). You run the risk of burning valves which is very bad. This is the opposite of fouling spark plugs, which happens when the engine is too rich.
