Generally speaking, you can not pull out of a parking lot into on coming traffic. The on coming traffic most always will have the right away, regardless of your blinker!

Backing up--it is your fault.
In general, the driver who is backing is considered to be at fault.
If you strike him - you are at fault. He can be charged with the No Parking violation but YOU are charged with the collision.
Usually their is no fault associated with parking lots. I'm sure your insurance company looks at it as your fault.

You can't reset the parking light - It shows you have a fault at that time - Cure the fault and the light will go out - I have a problem with mine - I have an intermittent fault the light only comes on when the parking brake is faulty - most of the time the lights out
as a rule the car backing up is more responcible cause they should be being a lot more carefull and watchfull
