The belts of the tire are probably coming apart. Need to replace tire ASAP. Assuming the mechanicals have been checked. Bearing, axle, brakes, etc.

It depends on where it is on. Normally the braking force is balanced on an axle but different between axles. i.e., the braking force between left and right brakes on an axle is the same but the braking force on the front axle might be greater than the rear.
Steering will "wobble" at higher speeds and sometimes when braking. General looseness in steering.
It is obvious that a tire out of balance or alignment is not the problem. Bent wheel, defective tire, loose or worn steering or suspension parts, worn or loose wheel bearing, is your problem. Take it to another place other than where you have been going and have everything inspected. Check lug nuts and studs. Check brake rotors if problem is worse when braking.
