As a US citizen he can travel anywhere in the US he wants without a passport. If he wants to go to Mexico, Canada, Carribean or Bahamas then at the very least he needs is a passport card. Anywhere else in the world and the very least he needs is a full passport. Depending on where he goes he may need a tourist Visa as well as a passport.
