Sonds like the idling speed is too low - it can be adjusted (Usually with just a screw driver) if you know the right screw to turn to give the engine higher idling revs.
Remove you foot from the accelerator, hang on to the steering wheel, do not apply the brakes, do not turn the steering wheel, and pray. If your car is in a "hydroplane", you should: -Ease off the accelerator
Try servicing the car... Fuel filter/Air filter and housing is the most common culprit. The car basically can't 'breathe' and pushing the accelerator forces the engine to run.

throttle plate stuck? I'm not sure. When I'm driving, I take my foot off the gas and the car jerks and when I have to stop and I push on the brakes the car revs and jerks forward and occasionally stalls

Start with the parking brake on and your foot off the accelerator. That way, if the engine revs up, you're not going to accidentally jerk forward or backward and run into something.
The clutch of a car is located on the left foot side of the bar. The brake is in the middle and the accelerator is on the right.

normally the right foot however if you can and with practice you can improve your driving skillls and use the advanced sports car style system of right foot accelerator and left foot braking ( assuming that you mean an automatic ) if the car has a clutch then right foor for accellerator and brake and left for clutch.
