No, unfortunately your own car insurance does not cover your budget truck rental. However, when you rent the truck there should be rental insurance available.
out of state truck insurance only covers you if you have bought interstate insurance. it will not cover you if you only have local insurance. along with that for interstate work the truck must be tagged for interstate work
You can indeed have road assistance with your auto insurance that will provide tow truck service. You can also have rental car service along with it.

Most private insurance companies only cover vehicles up to 10,000lbs gross weight. Any rental truck around or above 16 feet will be 11,400lbs gross vehicle weight. So... most companies won't cover you. The only coverage you can get is if you get the extra insurance. Of course, the rental companies don't tell you any of this so who ever gets the extra insurance? Yes, the rental co has to have insurance coverage even if you don't have one. Purchasing additional coverage from the rental co is NOT a term of the lease of the vehicle. The law requires all rental co to provide their own insurance coverage.
