Any household cleaner will work, dampen a rag with the solution and wipe the thermostat down, try to keep from making the rag too wet so some liquid leaks inside, it should be kept dry, some housings will pop off and can be cleaned easier that way.
The purpose of using a plastic casing depends on what product the casing is for. Generally plastic is used because it is a very versatile material that can both protect and look good. Plastic is also easy to color and a relatively cheap material.
Not sure about platsic but the plastic casing is an insulator.

You should clean the screen and the casing.
Rotate the plastic casing 1/8 turn counterclockwise. It should then be easily removed from the reflector housing. The bulb pulls straight out from the plastic casing.

Thermostats are so cheap that it wouldn't be worth it to clean, plus a new one would be more accurate.
The plastic casing can be recycled - as can most of the metallic components !
