How do you file a formal complaint with Hertz Car Rental Corporation?

I had to get a rental car after being slammed by a reckless driver around 42 mph. Since Hertz was closer and I had good experience once with the office on Walton St in Rockford, IL, but this time was a nightmare. I do not know why they have managers like Chris, not only did he say my rental had been expired by State Farm he also told me when I found out he was saying this to distract me when requesting another car. Then, later, when I returned the car, he called me and told me that State Farm will be charging me for the days when I could not pick up a car I was told would be finished at the end of the week, but instead called the next week at the end of the day; when the winds were 40 mph, and I was going to be out of state and out of town for the rest of the week.

I called State Farm and reported this. I have only asked 7 times to speak to the Regional Manager, but he too, is too arrogant to return my call. Oh, did I tell you I got a car at one location which had one head light, got pulled over by the police for having only one license plate, and they had no tire pressure for the same car that had one headlight, and I had to wait 1 hour to find this out.

We need another rental car business here, one which has professionals and who car.
