Why would you want the blinker faster. They should blink at factory specs.
Check to make sure all bulbs are working properly
GET THE POS AND NEG WIRES AND RUN THEM TO YOUR CORNER LIGHT'S NEG AND POS WIRES.
That's usually an indication of a burned out bulb.
The flasher unit is about to give out. There are 2 flasher units, one for the turn signals, and one for the hazzards.

A. check and make sure all the bulbs are working. B. someone may have replaced the blinker itself with a aftermarket one that blinks at a diff rate.
This happened to me. When my turn signal lights went out or would stay solid where I would have to manually make them blink it eventually made my break lights go out, but they would come on when I held the turn signal switch for high beams. To repair the issue you will need to get the whole turn signal switch fixed which is behind the horn and the airbag. Nice penny and it takes about 2-2 1/2 hours to repair it because there are wires behind your steering wheel that go to different things.
To make a light blink faster, you can decrease the time duration between each blink by adjusting the programming code. This can involve changing the delay time between on and off states of the light to a shorter interval. By decreasing the delay time, the light will appear to blink faster.
Normally this happens when one of the bulbs is burnt out. Make sure all bulbs are working.
The signal flasher relay may be at fault, swap it with the emergency flasher relay to see.
