however much you want to charge
Generally around £10 but it depends on whether you are washing only the outside. For a full valet i would charge around £15-£20. Hope this helps.

If someone washed it for you: Thank you for washing the car, I greatly appriciate it! If you wash the car: I'm finished washing the car!
No it should not. I wax my car often and wash the rag/cloth in the washing machine and mines fine. Hope that helps. :)
should you polish your car after washing it
3.5 psi should hold it steady.
There is no standard -- every association and its governing documents is unique. If the HOA offers this service -- which is unlikely -- they can charge you for it. You could be charged for water use, if your faucet is individually metered; they could fine you for washing your car and wasting water -- if that is made clear in the rules and you have been given an opportunity to be heard in a violation hearing; or other. Ask around and discover how you might go about washing your car on association property -- or how you are best advised to go to a commercial car wash.
4 - 5 litres per car ...
If it has no damage, it doesn't need to be fixed, and the "repairs" should cost you nothing.
Charge depends on the location of the car. Secondly charge also depends on the type of car.
