my fix for flooded engines is to remove the spark plug, and heat it with a propane torch until it glows ,so that all fuel and deposits burned away.

That's asking for trouble. You are likely to set your scooter and your whole garage on fire. Simply remove the plug and let it evaporate over time. It won't take long, gasoline evaporates very quickly.
