IT CAN BE A FUSE. OR IT CAN BE THAT THE PUMP IS NOT PUMPING FUEL
It was probably not replaced right. Did you test it first? Also check the fuel pump relay.
Its not uncommon at all for a fuel pump to whine, in fact its more often than not bad if you cant hear it.
yes and i just replaced the pump and i checked the relay but sometimes it will start then i hear a cut back then the check engine light comes on

If the engine can crank, Certainly the fuel pump located inside the fueltank does not run. 1 the pump is out of order and to be replaced 2 the fuel pump relay is burn and to be replaced 3 the fuel pump fuse is melt and to be replaced. Fuel pump system is a weak design. Need an electrician to check the 3 above components.
Start by changing the fuel filter as this may just be coincidence. Normally a fuel pump that does not work during warmer temperatures is defective and must be replaced.
