Its not uncommon at all for a fuel pump to whine, in fact its more often than not bad if you cant hear it.

If the engine can crank, Certainly the fuel pump located inside the fueltank does not run. 1 the pump is out of order and to be replaced 2 the fuel pump relay is burn and to be replaced 3 the fuel pump fuse is melt and to be replaced. Start by changing the fuel filter as this may just be coincidence. Normally a fuel pump that does not work during warmer temperatures is defective and must be replaced.
