Pricing can change daily hourly... etc... Its supply and demand. The more cars they have the cheaper it is. The less cars they have the more expensive it is.

Also rates can be controlled at a very high level, meaning rates can make automatic changes. What I mean is lets say they have a rate of $30 a day. The system can be set up so only so many people can book that rate. So lets say its set at 50 reservations. Once that rate has been booked 50x. The new rate goes into effect.

Also rental car companies have lower weekend rates which do not take into effect intil noon on Thursday and the car must be returned by Monday. So if you rent the car at 11:59 you are not eligible for that cheaper weekend rate. If you wait 1 more min, you will be able to get the cheaper rate as long as your returning by Monday.
