it is called a Blow off valve or BOV. A BOV only works on a vehicle using a forced induction intake system, usually a turbocharged vehicle and it "blows off" or releases any of the left over pressurized air in the intake manifold when you let off of the throttle. For example, In a vehicle with an over sized turbocharger and no BOV, if you let off the throttle at full boost it could continue to force air into the vehicle causing it not to decelerate and in some cases actually force it to continue accelerating.
