Wow this is a very difficult question. There no easy answer. One could spend a lot of time talking about how it started.
But when talking to my pupils about this, Its just let them go, if you cut them up say / wave sorry, turn off to another road. Go park at a manned police station.
As a driving instructor I keep to the speed limit, with or without pupils. some want you to go faster, just let them overtake. Its not your job to enforce the law. You can do this by moving closer to the kerb etc.
I often find that is all you need to do.
