The Camry could have a vacuum leak. If there is a vacuum leak, then there can be a whistling sound until the vacuum system is full of air.

The whistling sound is the turbochargers at work.. The turbines inside the turbos creates the whistling sound as the exhaust gasses pass by each blade of the hot turbine and the cold turbine blades drive air into the engine.

It could be caused by a leaking or disconnected vacuum hose. additional info: assuming this whistling noise is coming from the engine and not from the wind whistling through some bodywork I'd recommend you open the hood with the engine running in the driveway and run the engine up and down (with the linkage by the throttle body on top of the engine or by having someone in the car press on the accellerator) and listen for that noise. I believe that a vacuum leak that you could hear in the cab would be serious enough to drastically affect the operation of the engine and you would notice surging, hesitation, dying, poor fuel economy etc. This further diagnosis may point you in the correct direction to get this resolved.
Not sure what it is, mine is doing the same thing it sounds like. I am getting a whistling noise from the front right of the engine most all the time now, if i rev the engine.
The whistling sound made by your car could be caused from brake dust. Another reason may be from a bad wheel bearing that needs to be replaced.
