its only a problem if you drive on it. you will tend to get uneven wear. the midle of the tire will wear and the out sides wont. Just over inflating is no problem just let the exes air out.
Depends on how much. If its just a little you get a slightly bumpier ride and that's pretty much it. If its way too much you can either have the tire burst, or the tire coming off the rim. Both are likely to burst the tube as well.
