They are referring to driving under the influence of any and all types of drugs: alcohol, prescription and unprescribed medications, over-the-counter drugs, sniffed, injected, smoked, etc. Basically, anything that can affect your senses and reflexes in a driving situation. Diabetics can be prosecuted if their blood sugar level goes too low, if they lose control of their vehicle and get into an accident. I don't know what you mean by 'maiming' unless you are referring to 'maiming' someone or doing great bodily harm to another while driving under the influence.
