There is a traffic charge for that offense, it's called "Speeding up to Prevent Passing." Admittedly it's a dangerous and aggressive thing to do, and you always need to be ready to deal with people like that on the road, but there's never a cop around to enforce it when you need 'em, is there?

Put shifter in park or neutral.
