20 years ago underage drinking was not enforced per se. if you were caught drinking and driving you would most likely be brought to the local station and your parents were called to pick you up. no citation was usually given. they were much more relaxed 20 years ago.

Luxembourg has the highest amount of alcohol consumption, might not necessarily have the highest DUI rate. It's really difficult to compare countries because the laws that determine the level of blood alcohol to qualify as drunk and the penalties (perhaps a more important factor) for drunk driving vary widely. The US reports the highest percent of drunk driving accident injuries and deaths, but is the reporting consistent around the world? Probably not. The countries with the lowest percent drunk driving rates also seem to have the harshest penalties. Hmm. See the links below for more information.
The success rate for trouble teens that enter counseling services typically hovers around 70%. A small percentage of teens do return to trouble.

Respiratory rate, which is also called breathing rate, is the same for teens as adults. There should be between 12 and 16 breaths per minute. However, as a child enters later teens his/her resting breathing rate should decrease slightly from what it was in his/her early teens.

About 1.5% of U.S. teens are incarcerated in juvenile detention centers, jails, or prisons. This rate has been declining in recent years due to efforts to prioritize alternative forms of rehabilitation and intervention for young offenders.
The highest death rates from drunk driving are typically observed in regions with lenient alcohol laws, limited enforcement, and cultural acceptance of drinking and driving. Countries such as the United States have seen significant fatalities, with some states reporting higher rates than others. Globally, Eastern Europe has also been noted for high drunk driving death rates, particularly in countries like Lithuania and Russia. Efforts to reduce these rates include stricter laws, increased public awareness campaigns, and enhanced law enforcement measures.
