The OBD plug is under the dash on the driver side.
The 1996 Mitsubishi Galant OBD 2 port is on lower edge of drivers dash next to center console
under the drivers side of the dashboard,cant miss it,i think its 12 pin,to the right of the steering column
The 2001 Mitsubishi Montero OBD 2 port is under driver side dash above accelerator

I had the same problem trying to locate the port for the OBD II on the Mitsubishi 2003 Galant.. It turns out that it is on the drivers side, under the dash where the steering wheel is located. I had to get on my back with a flashlight to get to it, but it is pretty easy to spot when you are down there.. Mine was White. I hope this helps you out..
Checked mine. It is on the driver's side under dash to the right of the steering wheel, in the corner where the dash meets the center console. You just about have to stand on your head to see it, and use a good flashlight.
