Likely a dirty abs sensor on one of the wheels
is my car safe to drive if the break light and abs light is on in my 2007 Toyota Camry
The ABS light is on because there is a problem with the ABS system. The ABS light will remain on until it is fixed. The ABS system will not function as long as the ABS light remains on.
The light is on usually because of damaged wiring or one of abs sensors is not working properly.
ABS, check engine.
The 1993 Toyota Camry backup light fuse is part of the brake light relay switch. The brake light relay switch can be found beneath the drivers side dashboard.

this light tells you you have a headlight out
Your ABS light may be on because you are low on brake fluid. Another reason the light may be on is because your brakes are failing.
If the ABS light stays on, something in the ABS system isn't working properly, most likely the sensor. If it's rear-wheel only ABS, then the sensor is located on top of the rear differential. As long as the ABS light is on your ABS won't work but regular braking is unaffected.
