You need to find out which relay in the engine distribution box is the one for the fuel pump. I would tell you, but I dont have any info on your specific vehicle. Replace the relay. (Usually less than ten bucks or so.) If the pump still doesnt work then the pump is bad or the wiring is damaged somewhere.

Yes, if the fuel fill cap isnt venting properly, the tank can build up a vaccum, preventing the pump from drawing fuel out. (Like trying to suck out the last bit of juice from a juice box)

isnt that bike fuel injected The 1800 VTX is fuel injected, the manual for the 1300 VTX say drain carburator for winter. What I don't see is a drain screw of any type. DNUNN
