If you have good power when on highway and it only hesitates at low speed or from a stop you have a weak spark somewhere.

Your car is not getting enough fuel if it hesitates to take off and shakes. The fuel filter might be plugged or you might have the wrong gas in your tank.
The check engine light comes on to tell you that something is wrong and the computer knows what it is. Use an automotive code scanner to find out what's wrong. Fortunately you and the computer agree... something is wrong. It's just that the computer knows a lot more about what's likely to be the problem.
What's wrong with it? If it doesn't retract, then the retractors need to be replaced. But if it is cut or frayed, the belt needs to be replaced. If it doesn't latch, then part of the latch mechanism needs to be replaced or repaired.
A bad injector can cause your engine to flood out and not start. The bad injector might be completely open and shooting too much fuel into the system.
Choke is out of adjustment

For example, some people would have to read the following sentence twice to get it: "Being funny is what makes Dave Dave." But if I put a comma, they might get it, but it would incorrectly say something else. The sentence "Being funny is what makes Dave, Dave." would mean that being funny makes Dave, and I'm also talking to someone named Dave. (So in that sense, the ad is telling the reader that s/he is "a Subaru"!) Probably, the best way for the Subaru tagline to be rephrased would be to use an ellipsis: "It's what makes a Subaru... a Subaru."
