It may be your wheel disc that's warped and needs to be schemed or lower control arm bushes that's perished.these are the two components that directly affects breaking and causes shuddering (if not ok)when applying brakes during your drive.wheel discs can be taken in to be schemed or replaced and lower control arm bushes(rubbers) needs to be replaced which ever is not ok. More than likely the brake rotors are warped and need resurfacing or replacing. Warped rotors is caused by over tightening the lug nuts or from heat caused by heavy braking.

your back brakes are supposed to apply before your front brakes, they do this so your car does not take a nose dive every time you apply the brakes. but if it is very noticeable i would check the adjustment of your rear brakes (if you have a disc/drum setup) or i would check your proportioning valve if they are locking up

Good question. You may have an antilock brake circuit that is not sensing the brakes correctly and improperly correcting. Anti lock pulses the brakes when you apply them. I don't know if this is perfected or not.
