Given that IQ is considered an inherent quality that maintains the same throughout a persons lifetime, the average IQ for a four-year old is going to be the same as it is for an adult. Depending on what statistics your observing, the "average" IQ will vary between the late 90's and early 100's.

Note: There are many different IQ test (Weschler, Stanford-Binnet, etc.), many of which are far from being praised for their validity.
