Given that IQ is considered an inherent quality that maintains the same throughout a persons lifetime, the average IQ for a four-year old is going to be the same as it is for an adult. Depending on what statistics your observing, the "average" IQ will vary between the late 90's and early 100's.
Note: There are many different IQ test (Weschler, Stanford-Binnet, etc.), many of which are far from being praised for their validity.

If you're referring to height, a 4-inch measurement would be unusually short for a 13-year-old, as most children in that age group are significantly taller. However, if you mean something else, such as shoe size or another measurement, it could be more context-dependent. It's important to consider growth patterns, genetics, and overall health. If there are concerns about growth or development, consulting a healthcare professional is advisable.
When I was 72 pounds, I was 4'6'', and I was considered normal, but that sounds okay.
Normal, but a IQ test for a 4 year old is not valid enough to have merit.

An IQ score of 111 is considered to be within the average range for adults, but interpreting IQ scores for young children, such as a 4-year-old, can be more complex. At this age, cognitive development varies widely, and traditional IQ tests may not accurately reflect a child's potential or abilities. Generally, a score around 100 is considered average for any age group, so a 111 could be seen as slightly above average for a child, but it's essential to consider the broader context of development rather than just the number.

yes I'd think so, you'd find adults in 20s getting around the 122 mark on IQ tests let alone some elders. Its above national average so for a 4 year old indeed that is truly exceptional.
I suppose if they want to!
About 5"8 a girl 16 year old would be 5"4
