Yes
Yes very much so, neosporin and polysporin are not intended to be used on deep wounds or puncture wounds (a body piercing is a puncture wound). Clean the piercing with diluted liquid antibacterial soap and lots of warm running water while moving the jewellery through the piercing , doing this twice a day for a couple of days will end your piercing infection issues. You need not apply any other woo woo magic stuff the body will clear the infection up on it's own you just need to give it a hand by washing the piercings correctly.
You could apply an antiseptic to the bite, such as tincture of iodine, or polysporin.
Contact your local health inspection facility or public health unit they will tell you what requirements they need to have met in order for you to open a business providing body piercing.
