Yes, but only if your liner is a 5round or bigger. Make sure you don't overwork the area, and if it's a large area that needs to be filled, spare yourself and the "client" and use something more suited to fill.

The 3 represents how many needles total, and round means they are arranged in a circle as opposed to lined up beside one another, liner means it is used for making lines. A 3RL is most commonly used for tattooing very fine lines in small or very detailed tattoos or lettering.
Until you have the skill to use a liner for coloring I would suggest you keep to the shader for coloring, you can dig holes in your client with a liner and that would not be a good idea. When using a shader for coloring use small circles to fill in the areas you want to color, ensure you have good skin tension and don't rush.

In almost all instances, one uses a 3RL, or perhaps a 7RL. All depends on the artist and the size of the piece.
You can if you need to, but I would not recommend doing this for a whole tattoo. Not that there is anything wrong with it per se, but you are taking at risk unneeded trauma to the skin with this configuration as opposed to using a nice tight Round Liner.
It is used for outlining a fair sized tattoo that is not too big or small. If the body or piece is very big, for example a big customer then you should use a 4-7 round liner.

You just said it yourself: Lining. Five rounds are used to create a finer, more delicate line though, but it also depends on how heavy handed you are. If you're heavy handed, then your five round lines could look like seven round lines.
