Yes.
It is a tolerable quick pinch but more irritating then a ear lobe piercing.
If you get it done by a professional, only the clamp should hurt, but I doubt that the clamp hurts too much.

A belly button piercing,or naval piercing,is basically a piercing on the belly button. It can take about 4 to 6 months to heal after getting pierced. The legal age to get one depends on what state you live in. Most naval piercings are done in tattoo parlors or places that specialize in body piercings.
Personally I think lip piercings and eye brow piercings are gross. I want nose piercing, cartilage (which is the upper part of your ear) and double pircing on my ear lobe. I think they look the best. Tongue piercings are also ok but I would never get one. Also naval (belly button) piercings look nice I think, especially if you u were bikinis or half shirts and are skinny.

I have two rejected naval piercings from an industrial-length bar that i had through the top and bottom of my naval. with your parents consent i think its fine. the parent might be strict (like mine) and wont let me get a naval piercing.
As long as you follow the aftercare given to you by your piercer, there are no risks involved in navel piercings. There are no nerves or viens in that area of your body. Edit: As far as i know, theres no definite risks. Infection is a probablitie for any piercing, and from my research, its quite common on naval piercings so make sure you keep it clean (:
