Depends on the bleach, how much colour is on the hair etc. Probably around 40 minutes, you will probably need to tone the highlights and you'll DEFINITELY need to keep checking. For a caramel you should lift your hair to an orange-yellow colour, then tone.

I suggest lightening the tone of your blonde hair with lemon juice, if it's a darker blonde. Bleach is a very strong product on your hair and damages it completely, or can make your hair fall out. I would not use it if I can lighten it with lemon juice or dye it to the blonde you want.

Don't do it! If you bleach your hair with Clorox, your hair will completely fall out. It's not the correct bleach to use. I suggest to get a box bleach (you can get at any drugstore). Unless you want no hair/straw hair then don't do it.
If your hair is dark, then no. If your hair is already light, you can "color" it to change its hue (like redder or yellower or ashy-er)... but you must bleach it (change the chemical composition of the hair) to change the tone (lightness or darkness) of the hair.
