Piercing through the cartilage of the ear is always a risk, however to do an industrial piercing it is mainly just hugely painful. As you first need to pierce the first hole with a long needles and carry it on through the second hole, to make sure it is straight. Meaning dragging the needle through the already sore first hole.
You should go about 1/4 of an inch from the corner of your bottom lip on either side you wanted the piercing on. Then just a few centimeters from the lip itself. After piercing one whole, get the ring in before you try the next one. I advise you wait till the first one heals before trying to pierce the second hole. Which is suppose to be right next to the first. Make sure you align then right or it'll look funky.
I dont know about California but I live in Toronto,Canada and I got my first piercing when i was three and the second when i was in 4th grade!
You would somehow have to knock me out first. (If done properly with adequate precautions against infection, ear-piercing is not dangerous.)
I have personally done this before, i got my right lip piercing re-pierced in the exact same spot and no it doesn't hurt, it feels the same as getting your first lip piercing.
No eleven year old can get any body piercing done at any shop. That is 100% an awful idea. If you find a shop that does pierce eleven year olds, first of all, I'll be surprised, and second of all, they probably aren't very clean or reputable.
Depends. Sometimes, piercing scar tissue is more painful but then again, it might not even bother you.
