You can't have one exact answer to that question because although some girls DO find it attractive, some girls do. You just have to find a girl who finds it attractive
I'll assume that when you say "boy" you mean a school age child. Well, really this is up to the boy in question. A person's choice of underwear does not affect anybody but themself, so why should there be a problem with preferring the style usually reserved for the opposite sex? It's like boxers or briefs (or nothing!). The only caution is that if anybody else finds out about the boy preferring to wear women's panties, he is potentially setting himself up for a huge embarrassment. I would suggest that the boy needs to be asked, "What would you do if somebody found out?", and to arm him with the necessary strength of ego to emotionally survive the encounter. If he does not have the support of friends or family, it's likely that he will be very badly traumitized should classmates find out. It would also be worth considering whether the boy in question genuinely finds panties more comfortable, which doesn't really need any followup, or whether he is actively experimenting with gender roles. A gender role is the set of characteristics that society at large says a male or female person "should" have. If he is trying on women's clothing he MAY also be trying on the female gender role. Not necessarily because he's sexually attracted to men, but because he somehow identifies more with traits that girls typically have. Which is not necessary a bad thing, but it should be gently and receptively discussed.
