Hair grows at about the same rate over most of the body. However, some hair reaches a length limit (e.g. chest hair) whereas other hair does not (e.g. head hair, facial hair), which sometimes gives the impression that head hair or facial grow faster.
Some do, some don't. There are no absolutes.
It effects woman more depending on how much water the body has. Alcohol mixes with body water a given amount of water becomes highly more lightly to concetraded in a womans body more then a mans body.
A mans beard grows 5 inches a year so do the math. You would also have to take into account the hair growth cycle. Each hair lasts 1-6 years, which is why some people can grow their hair out very long and others can't get it as long.

The name depends on the size covered by the facial hair. If it covers most of the chin, then it is called a "Beard". However, if it only covers a small, central part of the chin, it is called a "Goatee".
