You can dye it without using either of them but if you're going to lighten you must use both of them.
To mix half a container of Splat hair lightening bleach, measure out half of the powder and developer using a scale or by eyeballing it. Mix the powder and developer in a non-metallic bowl until smooth and creamy before applying it to your hair. Be sure to follow the manufacturer's instructions on mixing ratios and application techniques for best results.
No I would not recommend it.
Mixing Splat bleach with conditioner is not recommended, as it can dilute the bleach's effectiveness and lead to uneven color results. Bleach needs to work at full strength to lift color properly, and adding conditioner may interfere with this process. If you're looking for a less damaging alternative, consider using a bleach specifically formulated for mixing with conditioners or opt for a lower-volume developer. Always follow the manufacturer's instructions for the best results.

The thing in splat balls is water
The bleach that comes with Splat hair dye is not the best. I have dyed my hair red with the bleach it came with, and the bleach first comes out a gold orange color. I feel that it doesn't do the job the best it could. You would get best results using either a non-pre bleach hair dye, or bleach with professional bleach dye before you dye your hair.
