It's called an esthetician license. You go to esthetics school...where you will spend hundreds of hours learning facials and about two days learning makeup.
If you want to be a makeup artist, your best bet would be to go to an esthetics school so you are licensed, then go to an actual makeup school. Those are mostly in Los Angeles.
