Depends on what your state/local gov't require. Some states are regulated (meaning they have standards you must satisfy to become licensed or certified) while other states are not regulated and no license may be required.
Some places exist where artists needed to be vaccinated against Hep B and in other places that does not matter. In some places, no one with a criminal history could earn a tattoo artist license while elsewhere that was irrelevant to professional licensure.

I am very allergic to nickel, and I have 3 tattoos. I had no problems with them. Go to a reliable, certified shop. Ask your artist about their ink, and what the ingredients are.
