If you're going to use a pencil under your eye, it should applied directly to the base of your bottom lashes as it is more effortless to work with than a cream or liquid formula. But if you are going to use liquid eyeliner apply it below your eye by first lightly dipping a small, stiff angled brush into the product. Smudge the eyeliner onto the base of your bottom lash line, starting at the outer corner, making your way towards the inner corner of the eye. Stop about midway to avoid making tiny eyes appear even smaller if this is one of your concerns.

Avon is good and inexpensive. You should get an eyeliner smudger so you can blend it and make it look like smudged mascara for a more natural effect. There are eyeliners at the store which have one side eyeliner and the other a smudger, I buy the eyeliner for the smudger.

the "best kind" is really open to opinion. there are too many kinds of eyeliners that work in different ways. for example, some are long lasting and waterproof, some are meant to be smudged, some are blacker than others, some are made with better ingredients, some just simply claim to be made by better brands. and the fact that so many brands make them, it is hard to find the best without knowing what you are looking for. it is all based on preference.

It really depends on your eye colour and what you find easier to apply. Personally I wouldn't use liquid liner on the bottom lid as its trickier than on the top. I really like Bourjois eyeliner as it stays put for a long time and it has cool packaging.

I personally ADORE the "Kajal Eyeliner" by stila cosmetics for lining both my upper and lower lids. This liner, IMO, works very well for the inner part of the lower lash line. It smudges very well and stays put until you WANT it to come off!! I've also heard from a makeup artist friend of mine that it's best to use 'kohl' eyeliners for that part of the eye.

Not a pencil eyeliner!!!! Always use dry cake eyeliner, The pencil ones are greese based and your body heat will smear/melt it away!!
