Basic perfumes consist of a carrier and one or more fragrances. The carrier is usually either water, ethanol, or an oil like jojoba oil. For the fragrance, you can buy essential oils or, if you're feeling really ambitious, extract your own from flowers or spices. If you want to try that, look up "steam distillation". Mix up whatever you think sounds good, using anywhere from 3 to 10 times more carrier than fragrance depending on how strong you want the perfume to be.
