You should be alright to dye your hair at the minimum of an hour later, that lets all the "ingredients" from your shampoo to soak in even if you wash it out. The reason to do this is that the shampoo is still working as a "cleaner" for about an hour after you wash your hair, so if you were to put dye in it, it would just wash away.
"Temporary" Hair Color lasts from shampoo to shampoo. In other words, once the color is applied, it will wash out the next time the hair is shampooed.
Demi permanent color can last up to 24 shampoos, or 2-3 months, depending upon how often the hair is shampooed.

There is a certain amount of time each should be left on, then should be immediately rinsed and shampooed out. Normally with a perm you shampoo and rinse the hair first and with a relaxer you apply it to dry hair and new growth only, then shampoo with a neutralizer and rinse. You also may need to repeat the shampoo process more than once to make sure everything is removed and for your hair to take the new straight or curly shape, this process is called rebonding. If applied properly your hair should be in optimum condition.

No, he was a nazarite and they are supposed to have long hair. It doesn't suggest that men should have long hair, but it's just part of that particular story. God called on him to be raised as a nazarite, so it wouldn't be suggesting that it's shameful.
