It also depends on how long you have had the piercing. A piercing that you've had for years can take years to close (in my personal experience).

There is nothing that will speed up the closing of the navel piercing other than time. After ten years the piercing is well established, just remove the jewellery and let nature do it's thing, you may find the piercing may not close completely at just keep the area clean during bathing and other than that dont worry about it.
it depends on a few things. A) where the piercing was B) how long it was pierced for and C) how fast you heal. i got my years pierced 3 years ago and i can go w/o earrings for weeks and it doesnt fully close, and a friend of mine got his ears pierced in highschool and it closed up in his 40s.
After 3 years chances are good it wont close, the piercing will shrink but not close completely.
No haven't run into that in over 16 plus years of body piercing, there are some that are too over weight to be done correctly but never "too big" to be pierced.

How quickly it will close depends -- in addition to depending on how long you've had it and the location of the piercing -- on the person's body. It's possible that it will never close, since you/he had it in for so long. A tongue-piercing can close up in less than an hour because the cells in your mouth grow very quickly, but an earlobe piercing is probably, of all piercings, the most slowly-closing, and also the most likely to stay open. I know of many females who had their ears pierced, didn't wear jewelry for that long (a few months), stopped due to constant irritation/allergies, and then -- years later -- were like "hmm, I wonder if I still have a hole.." and, lo and behold, they do. So if it's really important for you that this close, you might be out of luck. I don't know how young you mean by "boy". The younger you/he are/is, the more likely it is to close, perhaps.
